Abstract

   The role of public administration in managing society's affairs cannot be denied or eliminated. On the other hand, humanities, including management, unlike natural sciences, are affected by the worldview of the researcher and the paradigm in which he walks. The revolution in different paradigms has caused a high variety of viewpoints to the public administrator, which itself has caused the development of management science.

   Islamic worldview, relying on the source of revelation, has a plan for all aspects of human life. Management has been emphasized as a fundamental issue in order to manage the society to achieve the lofty goals of Islam. In different paradigms, the semantics of concepts is very important to understand the intellectual background and requirements. In this research, an attempt has been made to extract the meaning of public administrator based on Islamic traditions by examining the narrations that refer to public administration and public administrators.

   The method used in this research is based on knowing the themes. The basic and organizing themes were identified, and by putting the organizing themes together in the specified model, which was the reference of the universal themes, the theme network related to the public administrator was obtained. The semantics of the public administrator was studied in four dimensions of thought and belief, individual context, social context and professional context. In addition to determining the network of themes related to the meaning of the public administrator, the words that referred to the concept of public administrator were extracted, their meanings were explained and their implications for the public administration literature space of the contemporary era were also determined. An impression of the government structure and organizational hierarchy during the reign of Amir al-Mu'minin Ali (peace be upon him) and the discursive atmosphere of the narrations were also examined.

   Finally, a conceptual comparison has been made between the foundations of Islamic management and non-Islamic paradigms, the results of which can be seen in this research.
